The Registered Nurse 3 (Infection Control) (RN 3(IC)) reports to the Director of Nursing (DON) and partners with the Medical Director for Antimicrobial Stewardship, the Quality Officer, and other stakeholders to develop a system of care to promote sound and scientific infection prevention principles and practices. The RN 3 (IC) is accountable for decreasing the incidence and transmission of infectious diseases between residents, staff, visitors and the community. Through strategic planning, leadership and consultation, the RN 3 (IC) leads and directs a robust team in the identification and implementation of infection prevention goals and objectives throughout the facility.

Responsibilities include but not limited to: oversees the operation of the infection prevention, epidemiology, industrial hygiene, and relevant safety programs; manages goal setting process for system, unit and physician goals related to healthcare acquired infections and conditions; participates in the national collaborative and external reporting to the CDC NHSN system, and other post acute-care specific quality organizations; responsible for ensuring appropriate intervention and education occurs with staff, volunteers and medical staff when healthcare infection trends, outbreaks or non-compliance to infection control/OSHA are identified; ensures that education and counselling on infection prevention is available for staff, volunteers, medical staff, residents and visitors. The incumbent must maintain current knowledge of federal, State and local regulations and ensures that the facility administrators are informed of appropriate issues.

Qualifications

Minimum Qualifications

Transfers: Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service in a position eligible for transfer under Section 70.1 of the Civil Service Law to a Registered Nurse 3 (Infection Control).

Public Candidates (NY HELPS): Possession of a license and current registration as a registered professional nurse in New York State; and three years of post-licensure clinical nursing experience. One year of this experience must have been primarily working in the development, implementation, or administration of an infection control program.

A bachelor's degree in nursing can substitute for one year of post-licensure clinical nursing experience; a master’s degree in nursing can substitute for two years of post-licensure clinical nursing experience; and possession of a current Certified in Infection Control (CIC) certificate issued by the Certification Board of Infection Control and Epidemiology can substitute for the one year of infection control program experience.

Promotion Provisional Candidates: You must be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service in a professional nursing title allocated to Grade 15 or higher and have possession of a license and current registration as a registered professional nurse in New York State. Candidates are also required to present a current national certificate in infection control issued by the Certification Board of Infection Control and Epidemiology, Inc., within the first six months of appointment.

Preferred Qualifications: The preferred candidate will be certified in Infection Prevention and Control by the National Association of Directors of Nursing Administration (NADONA) in Long Term Care.

Additional Comments

Candidates are required to present a certificate from the Centers for Disease Control and Prevention certifying completion of the Nursing Home Infection Preventionist Training Course within six months of employments

Non-Competitive Promotion - If there are three or fewer qualified candidates interested in the appointment to this position, a permanent appointment may be made pursuant to Section 52.7 of the Civil Service Law. To be eligible, candidates must be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/c service in a professional nursing title allocated to Grade 15 or higher and have possession of a license and current registration as a registered professional nurse in New York State.

Posted salary range includes statutory hiring rate at step 4 and job rate for PS&T Grade 22 ($93,178 to $104,230), plus an additional geographic pay differential of $35,000 and downstate adjustment of $4,000.

This position is part of the NYS HELPS program. No examination is required.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
